What's new with ROHS II?

The new Directive 2011/65/EU also known as RoHS II or RoHS Recast, published in the EU Journal last July the 1st, will replace the old RoHS Directive (2002/95/EC) and will be transposed into national law by 2nd January 2013 at the latest. In comparison with the previous version everything below remains unchanged: - The purpose: the restriction of use of hazardous substances in Electrical and Electronic Equipment (EEE) in order to contribute to the protection of human health and the environment), - The list of substances: Lead, Mercury, Cadmium, Hexavalent Chromium, Polybrominated Biphenyls (PBB) Polybrominated biphenyl ethers (PBDEs) - And the allowed limits: 0.01% for cadmium, 0.1% for the others. A major news however is the introduction of three new categories of EEE: 8) Medical devices (starting from July 22, 2014) 9) Monitoring and control instruments (starting from July 22, 2014) including industrial monitoring and control instruments (starting from July 22, 2017) 11) Other electrical and electronic equipment not covered by any of the other 10 categories (starting from July 22, 2019). The Recast provides that the producer, following the internal production control (internal evaluation), draws up a declaration of conformity of EEE placed on the market ,of which he is held legally responsible. The producer will affix the CE mark on the device, to demonstrate its compliance. In case of irregularities sanctions will be applied and the corresponding products will be withdrawn from the European Union. It should be pointed out that the conformity assessment arises from checks carried out within the company, under the exclusive responsibility of the manufacturer. Cables and spare parts will now be subject to the restrictions of the substances listed in Annex II. The list of restricted substances was shifted from Art. 4 to Annex II, to ease periodic reviews, the first of which will take place by July 22, 2014. There will be a review of the Recast, to be completed by July 22, 2021.
